I liked the Order of Service for the Mass. No Penitential Rite though I noticed ?

Was the service you’re referring to a baptism? At a baptism, the candidate (or their parents and godparents) make three renunciations and three commitments after the sermon, so Anglican practice is not to pre-empt this with a confession earlier in the service.
